What is DOS ELC?
Standard Features
- The standard concept involves either importing data from existing vital record sources or directly entering vital record data into the Electronic Certificate (ELC) system. In its basic form, ELC allows for storing, viewing, editing, reporting and printing of certified vital records. This includes printing certified copies of birth, death, marriage and divorce certificates.
- Multiple version control allows legal certificate changes and links all change records back to the most recent vital record.
- The quick entry feature allows a clerk to enter only enough data to print the short form birth and death certificates.
Optional Features
- The issuance history options provides an on screen display of issuance history for a selected record.(i.e., date issued, quantity , person requesting and person issuing)
- The fee accounting option includes transaction recording that provides a quick way to summarize issuance activity for any period of time including the quantity of each type of document issued, cash receipts, check receipts and transaction reporting.
- The custom report option allows the user to generate user defined lists and tabulations regarding all stored vital record data.
- The laser printer option produces a laser generated certified copy incorporating your logo and other design characteristics.
- The Congratulations Letter (birth module) option prints a letter addressed to the parents of a newborn containing the legal information that has been filed for verification purposes.
Customization
- Multiple security levels can be included to limit access to certain functions or even to limit viewing of certain portions of a record based on an authorization level (i.e., where allowed genealogical researchers can be given a level that only allows display of legal information).
- Editing of records can be designed to maintain an audit history of all changes made to a record along with a function that permits viewing the record in its current or original form (access to original is restricted by authority level).
